Those two lists are mostly different CPU models so to claim there is a 30% difference for all these models is nonsensical.

Where there is an overlap the difference depends on the CPU model. e.g. E3-1270 V2, the difference is 18%.

And this was due to new algorithms. Old CPUs got ranked down.
