Why would you turn off the turbo function in the CPU?
This isn't something we test and you didn't mention the CPU model. But the benchmark results reflects the hardware's performance. So if the benchmarks are jumping around between a fast and slow state, then very likely it is due to a change in hardware performance. e.g. thermal throttling, unexpected changes in the number of available CPU cores.

test result on perforamnce tool is not stable when CPU is disale turbo

when we test in "disable turbo" mode
we find the test resuls are not stable
there were significant variations in the numerical results.
1st time is 11200. and other time is 3XXX.
but we can't duplicate this issue on "turbon on"mode.
Is this a normal behavior?
