My network file transfer speeds were quite low. I ran the performance tests and found my IDE hard drive had a very poor sequential write speed of 2 MBytes/sec.
So in Device Manager I uninstalled all the IDE controllers and rebooted twice. As a result, the write speed went up to 44 MBytes/sec where it should be and my file transfer speeds are now where they should be. It seems my IDE drivers were corrupt.
