No, it is not a bug. You can safely select "Yes" to the question about installing the DirectX 9.0c Direct3D file and it will not alter your DirectX 10 installation, but just add another file to the DirectX installation.

To explain, DirectX 9.0c was actually updated every 3 months (or so). The version number however didn't change, it stayed at 9.0c. BurnInTest V5.3 (and PerformanceTest V6.1) use the October 2006 version of DirectX 9.0c. As such it needs a specific DirectX library file for 3D operations (Direct3D). The DirectX 9.0c Direct3D files are called, d3dx9_*.dll, where <*> is 24 to 36 depending on the month release. The October 2006 version used by BurnInTest is d3dx9_31.dll. This file is required in the Windows directory (eg. C:\Windows\System32\) or the BurnInTest directory. Selecting "Yes" will just install the file d3dx9_31.dll.
