On Dells website the Duo 8400 gets 4 Intel "stars" the Q8200 Gets 3. Yet your website rates the Q8200 higher overall. How does your ratings compare to the Intel Stars? Why does the dou get more stars? ghz?

I don't know how Intel give out their stars.
If you have software that uses only a single CPU core, then the Core 2 Duo 8400 should be better.
If you have software that uses 3 or more cores (or do a lot of CPU intensive multitasking), then the Core 2 Quad 8200 should be better.
So the best choice depends on price and the software you use.
