You need a AM3+ motherboard. There are lots in the $50 USD range. For example.
    ASRock N68C-GS FX AM3
GIGABYTE GA-78LMT-S2 AM3+ AMD 760G Micro ATX AMD Motherboard
You might consider paying a bit more to get USB3.0.

For RAM you'll need DDR3. It would be silly to get less than 8GB. So you probably want two sticks of 4GB DDR3 1600. Expect to pay $25 to $30 per stick.

Have a look at Newegg for pricing.

You'll be able to play pretty much any game. But not on the highest graphical settings.

Also don't forget to buy a hard drive, case, power supply, DVD drive & heat sink if the CPU doesn't include one.

The gtx 560 Ti sucks down a lot of power. So you'll need a 550W+ PSU with 2 x 6 pin connectors. Don't pick the cheapest PSU. Expect to pay $60 - $100 USD. Consider Seasonic, Corsair, Antec, Rosewill, Silverstone.

Unless you are overclocking, buy a boxed CPU with fan and heatsink included.
