Looking for performance baseline tool for enterprise image management

Greetings.
I'm looking for a tool to help us monitor / manage performance baselines related to our corporate Windows 10 images.
Basically we want to run pre / post tests for major software upgrades and assist with determining if 3rd party apps are resource hogs etc.
Is this set of tools a good fit for that?

PerformanceTest could certainly help to grab performance baselines at certain points in time.

What it doesn't do however is run permanently in the background and record resource usage of 3rd party software over a long period.
