What is the graphics DDR for the i7-4510u in comparison with i5-3337U? Will the i7 run civ? He was able to use the i5 for civ.

In terms of integrated GPUs, your question doesn't make much sense.
There are many versions of Civ. Some are very old now and will run well on any modern machine.
