Purchase Memtest Pro v 9.3 back in July 2021. That apparently meant that I could download updates until July 2022. However, it seems that I can not any of those updates after the expiration period. It appears that there were 3 or 4 updates to memtest none of which I have access to unless I renew support. This correct?

Yes, if support has expired, then you would need to renew support to regain access to download the Memtest86 Pro again.
License is perpetual however. You can use any version that you have forever.
