WIN OS not booting, blank screen after BIOS

Hi,
My laptop getting blank screen after bios options, unable to boot OS, recovery mode, new windows usb installation file not loading, getting blank screen after boot sequence selection. so i done memtest to know actual problem, kindly check attached log and help me know what might be the issue. Thank you!

From looking at the log, it doesn't look like Memtest86 even started? What that what you saw on the screen.
Looks like it stopped / crashed while collecting data from the CPU about the clock speed of the CPU.
