PCIe Test Card detected in Device manager, but still with a "yellow exclamation mark"

The CPU card is a plug in card with not connectors for adding additional cards. It plugs into the motherboard's CPU connector and contains 8 PCIe expansion slots which get populated with GPUs. In the process of trying to get the PASSMARK up and running I used the slot that I'm confident is working. It is the slot that I used with a working GPU to record signals at various test points for comparison on non working GPUs.

I attempted to make the change suggested but Windows wants me to login as admin. Don't know how to do that at this point I will try to figure it out and report back.
