The ImageUSB software never explicitly formats the drive (unless you select the "Reformat USB drive" option).
What the software does is duplicates the contents of one USB drive to another. It does this via a bit for bit low level copy (a so called "disk image").
As part of duplicating the drive, the formatting and the file system also get duplicated, as well as any files in the file system and any unused space on the drive.
You can't image a drive without overwriting the formatting and file system.
Overwriting the destination drive deleted completely any existing data on the drive.
