Are you sure it isn't a result of what I suggested above. The battery saving power scheme in Windows can make the CPU run at a lower clock speed, just like what you are seeing.

I think you mean, 66% lower.

The most common of the common problems for laptops is running on battery power with the power management scheme set to save power. Which results in the CPU being underclocked. Lowering performance but saving battery power.
I found out that the problem is with my BIOS and that the Turbo Boost is not working.

The Bus speed is 100MHz but should be 133MHz and the cores are working on 798MHz at all times. I think that this is happening, because I installed newer version of my BIOS, downloaded from Dell's website.
I tried to enable the Turbo Boost from the BIOS, but there is no setting for this.
I tried to install the older BIOS version, but I get an error message, that is is not allowed by Dell.
What can I do to turn on the Turbo Boost again, or install the older version of BIOS? Currently I am using A10 version.

Dell INSPIRON N5110 with Intel Core i7-2630QM 2.00GHz VERY LOW SCORE
Hi,
I have trouble with my computer. I ran Performance Test 7.0 benchmark, compared the results with a baseline for the same laptop (including parameters) and the results were terrible.
My CPU Mark is 195% lower, Memory Mark 140% lower, 2D Graphics Mark 163% lower and the PassMark Rating 110% lower. I have no idea what is happening.
Any help will be appritiated.
