xeon e5-2670 pinned at 2.99 ghz clock will not go higher

power limits set at 100% max and min. still no change on stress test on xtu. any ideas would help to try. no throttling indicated. cpu usage at 100%

i'm not looking for help on xtu, it's just the tool i was using when i realized i had the problem. it also shows on hwinfo that my max core frequency values are 2.99ghz
