How do I compare Tablet CPUs? Is Intel Atom vs Mediatek or Qualcom apples/oranges?

I need to buy a few tablets for business applications.
They need to be able to handle heavy apps with many still photos.
I am looking at the Asus ME173X-A1 7" with a 1.2GHz Quad-Core CPU (MTK MT8125)
