How come i5-4590T has an Average CPU Mark of 4161 and i7-4770TE has an Average CPU Mark of 4142.

Yes, the i7-4770TE should have higher score than the i5-4590T just from the specs alone. There were some significant changes for older CPUs as they don't support some of the newer features in new CPUs, which are used in V10. See this post for detailsi7-4770TE should have a significant higher score?

If we look just at the PerformanceTest V10 results only, then the i7-4770TE would have a score of around 4900 and the i5-4590T would have an average of 4200. However, as we are in this transition period, the charts are currently made up of both V9 and V10 submissions. As more V10 results come in, the V9 score will play a less influence on the overall score.
