Is this chart a list of the best possible passmark benchmark recorded via overclocking? Or is there like a standard? I'm confused by what makes this chart different that the "normal" benchmark chart. What does the term "overclocked" in this sense mean? Normally I see "overcloced from 2.5ghz to 3.2ghz but here I can't find a comparison. Are these CPU's all overclocked to the same speed? If so what is that speed?

The overclocking chart shows the average performance of overclocked CPUs, for each CPU model. There is no standard overclock. It is just the average of what people were able to achieve.
Overclocked means that the CPU was determined to be running above it's normal clock speed.
