Low score! Need some help please.

Here is my system. I thought it was a pretty high-end gaming rig but the tests are proving otherwise. What's wrong and how do I fix it or at least make it better?

The 3D results are low and it looks like your frame rate is being limited to the refresh rate of your monitor (60Hz).

The disk & CD is also slightly slow.

Ya, I was thinking that the 3D results are bad 'cause vertical sync is on, but I have it turned off in nTune (nvidia settings program) and still get the 60fps limit. Is there any other reason why the frame rate would be limited like that? Is it just the monitor itself limiting the fps 'cause I've seen it go higher in games?
