Maybe motherboard device drivers? Could see if there was new BIOS available to flash.
If you had some spare hardware you could try swapping out the CPU & RAM just as an experiment.

I had this problem with windows XP on this machine and just did a fresh install of Windows 7 2 days ago, nothing has changed with the clean install. I've cleaned out the pc and checked all the fans, everything is in working order. All my temp's seem to be in range.

Yes the result is awful. The CPUMark is around 25% of what it should be.
Check the cooling and make sure the CPU is not overheating.
Check there are not too many cruddy background tasks running on the PC, if desperate do a clean install of Windows.

Horrible pc performance and passmark score
I've been having trouble with this pc forever and I can't figure out why. It does ok at simple web browsing, but attempt to play any game or anything with flash on it and it slows to a crawl. I ran the PassMark test and got a terrible score. The only thing I can think of is I either have some voltages set wrong in my BIOS or its the cheapo power supply. Here's my log
