EVGA GTX 1060 SC Gaming Poor Performance

I am getting very poor performance all tests i run with my GTX 1060.

I am about 20% below the average user scores on the Heaven Benchmark test and about 40% below your Benchmark testing as you can see from the images.

I have attached images of the afterburner graphs to see if anyone can tell me what is causing the bad performance.
