Why is my PC slow

I wonder why my CPU's lower grade? The same cpu same OS. Even the higher clock gives worse results.

The CPU results are within 5% of each other.

The motherboard is different, the video card is different, the disk is different & the memory in different. As a result some performance differences between the machines can be expected.
