Possibly throttling? Whats the temperature of the CPU when running the test?

cpu not above 80% in cpu-mark
My i7-4800MQ is scoring lower in the CPU mark then expected. With taskmanager on i can see that in a long CPU-test the CPU usage gets no higher then 80%. The benchmark score is 21% lower then average on this CPU whats about equal.
So something is blocking the CPU to run at full speed in the CPU-mark test. I did a lot of searching and followod tips for settings in BIOS, msconfig etc. but none of them is helping.
The machine has a cleanwin10 install and all settings seems fine.
Anyone an idea where to find the solution?
