Is it as straightforward as concluding that the Tab S2 is about 1.8 times faster overall than the Mini 4? Thanks.

Unfortunately they are not directly comparable. Due to different architecture, instruction set, and OS the CPUMark and Mobile CPUMark values aren't directly comparable. The "Mark" rating should only be used to compare Android to Android or Apple to Apple. You can roughly compare the performance by comparing the operation / sec, or MB/sec figures of individual tests.

However, it is still early in the planning phase. We do have plans to update the software/apps in the future to have at least a common set of CPU tests that should be directly comparable from one platform to another.
