Looks like you are missing a Windows system DLL.
What version of Windows are you using?

i have custom windows version modified build 1775(1709) without UWP thats why i have this error i figure it out i dont know if its possible to fix it

I assume that this custom windows version that you made, involved deleting (or not installing) a whole bunch of Windows system files.
In which case it isn't all that surprising that some software doesn't run.

The obvious solution is to use a full version of Windows.
