3D test penalizing me

Hey, so recently I've been tweaking my system for higher performance gains and my PM score has steadily increased, However I've been constantly penalized for my 3D tests, DX10-4% penalization and DX12-68% penalization is there a reason for this. Im running a OMEN by HP 17-cb0056tx, 1660Ti with a slight overclock and the latest drivers.

DX12 test was designed for 4K resolution.
If you system runs at a lower resolution (and thus higher frame rate), then we apply a penalty to attempt to keep the results comparable.
