saw the passmark average for my new 1660ti card was 12K+ , I was shocked when I consistently got 15K, looked at the last 5 baselines and they are well below average, with some decent machines and some old garbage pushing them... how does this make sense?

As the baselines are user submitted we got a wide range of results and as such a lot of people don't run their systems in optimum configurations.
The worst of the results from your screen shot was using windows 7, so they couldn't do DX11, DX12 and the GPU compute tests so they were penalised a lot.
None of the them were running with 4K monitors so again they were all penalised for that.
