I do the CPU-test but on the taskmanager the usage is 24%. Is my PT result to low or how can I force the CPU to work with 100%?

By default, the CPU tests loads up all available CPUs. The exception is if you edit the number of processed in the Edit / Preferences window, or when you are running the single threaded test.
