Are the average cpu scores all clocks?

Are the average points per cpu as shown here https://www.cpubenchmark.net/high_end_cpus.html

Are these scores averages from all clocks right? For example im seeing the last submitted score as a 3.5ghz(Turbo to 4.4ghz) on one of the i5 4690ks? This would mean the average score is of both overclocked and non overclocked am I right?

So the stock CPUs would include the stock turbo boost then?

Yes, turbo boost is included, as 'turboing' is default operating method for a CPU. (But the turbo speeds are typically pretty low for a CPU with all cores loaded, so it doesn't have a huge impact)
