Still unable to upload baseline results on v10.2

I manually added an exception to Windows Defender Firewall (both inbound and outbound) and verified that my WiFi profile type was set to "Private."

Is there anything I'm not thinking of?

Can you try on another machine in the same network and see if you are still getting the same error?

Could also try bypassing your router. Might be some setting on your router that is not allowing ftp.
