How to improve 2D Graphics - Windows Interface on AMD Radeon HD 6850

Concern highlighted in red. I have had issues with basic Windows functions and it seems to be graphics related. I spend most of my time in IE 11. I have switched to Chrome but I'm looking into why this old rocket ship is having video problems with such a good video card.
I'm running a 21 inch basic Dell monitor and a 32 inch LG TV for the second monitor using HDMI on the TV interface.

I have an older White Box about 6 years old.

Everything is running stock and I have the latest drivers in.
My Motherboard runs in "High Performance" mode but nothing in this system is overclocked.

Use: I am not a gamer.
I'm considering purchasing a newer system but this box should be good enough for what I do here at home. I do RDP into work as an IT pro but the graphics on this system have given me grief lately.

Any thoughts on this would help. Perhaps there is a setting I have wrong on the graphics card?

Maybe there is some 3rd party software causing problems. e.g. remote desktop functions, skinning applications, etc..

Low 2D performance in classic theme Windows 7

OS: Windows 7 SP1 Ultimate
Graphic card: ASUS Radeon R7 360 2G (2016 release)
Driver: Catalyst v15.7.1 .. Crimson v18.4.1 (any version)

Demonstration of low 2D performance on the classic theme Windows 7. Program 2DTest draws a grid of lines of black, red and blue colors (sequentially) and calculates the draws time.

This problem is present on the Radeon R7 360 2G (2016 release) with driver from Catalyst version 15.7.1 to Crimson 18.4.1 (all versions).

5..8 msec - good performance

"Windows Basic Theme" or "Windows Classic Theme"
130..170 msec - bad performance. Very low performance!

P.S.: In addition, on the old graphic card HD4670 (2009 release)
with Catalyst v13.9 there is no problem
