4070 TI Super performing very poorly on test

Hi all I was wondering if anyone could provide some insight as to why my graphics card is performing so poorly, I have the latest drivers, power plan is set to performance, my GPU temps are solid between 27 to 58 degrees while playing games and watching videos. I am a bit stumped at this point.

What monitor resolution are you using?
Is the video card in the right slot?
Do you have Resizable BAR (Base Address Register) turned on in BIOS?
Do you have the latest video card drivers?
