This might be a bit of a kluge, but if I needed to do that, I would simply create a "dummy" or "master" project and move (read copy) all of my test cases into this project.
Once assigned to a project, I can use the report wizard to create reports to my heart's content (and play with filters, etc).
As reports only exist currently inside projects there isn't a way to create a report based on the generic test cases, except by the method described above.
