Defect description: While editing a Test Case in the CGI environment there is an unexpected behavior when the user selects 'Get Date' command button in the "Test Updated Time & Last Updated Date field.
Steps to reproduce:
1. Logon: User with Read/Write privileges.
2. Select a Test Case that has data displayed in the "Test Updated Time & Last Updated Date field.
3. Click the 'Edit' hyperlink.
4. Test Case is opened in edit mode.
5. Click 'Get Date' command button in the "Test Updated Time & Last Updated Date field.
Actual results: The 'Day' dropdown box is not autofilled
Expected results: Default to current system date & time.
