Is there a formula for this? Its doubtful anyone needs more than 16gb but if you can afford 132gb your score is better?

Many business users need more than 16GB. Not so many home users however.
4K video editing, database servers, running VMs, etc..
Having a large disk cache also helps overall system performance.

Might depend on the CPU and the timings. Some CPUs had quad channel memory (so 4 sticks are better). And some high (clock) speed RAM sometimes have slow timings. Also some CPUs won't be able to run RAM at 4600 speeds. They might only go to 3000. Meaning the clock speed difference is smaller than you might be thinking.
