Never heard of John Galt.
Googled that quote and got zero results.
Maybe John, whoever he is, is making a philosophical argument, which is, that a potentially faulty device can't test itself with 100% reliability. Which might be true.
But we don't need a test to be 100% reliability to be useful. So it is a dumb argument.
