Yes, the machine appears to be running slow.

Did you check the CPU temperature?
Are your running a 64bit operating system?

I have core temp running and it is showing me
      65%-70%(max)

Could have previous owner overclocked it to the point of it performing worse?

Temperature is normally measure in degrees Celsius, or Fahrenheit if you are still living in the 18th century.
          65% temp max means nothing.

              65C - 70C is too hot.

Check the fans are working, check the heatsink is making good contact (it should be too hot to touch at 70C), check for dust build up.

Ideally you would get it to around 55C or less when under load.

I think the previous owner overclocked it. I can see the voltage in bios to be 1.4 which is too high for this processor. if think he flashed the bios to a custom image? If he added more ram from his default of 4 to 6 do I need to change the timing and frequency? Coretemp is telling me from 66-70c, 70c is tj max. Seems to remain at 67c even under load. If I decrease temperature will it increase frame rate? Seems like it's not firing at its potential of x4 and 6 ram at low setting on war thunder and bf4. Getting 10-25 fps should probably be at 50 on low? Is it possible processor or ram is fried?

Based on the tests looks like there is problem with ram and processor?

get new processor change ram from 4+2 to identical 4-4 or higher and replace the b50 which might have faulty cores?

                    I can't comment expected BF4 frame rates as it isn't a game I play.

If you are dubious about the BIOS, then re-flash it with latest available from the MB manufacturer, then select the default save settings.

I still think the CPU is too hot however.
