    Sounds a bit like this post.

    To start with can you rule out these causes,
    1) Does your monitor have freesync/G-Sync? As these have been seen to cap frame rates.
    2) You are running Shadowplay, or similar screen recording software. This can happen without you knowing it, as some of it is now being auto-installed with drivers.

    Also,
    3) What are the rest of the hardware specs?
    4) What video card device driver version are you using?

      no my monitor doesnt have freesync of g_sync and am not running shadow play. am running the latest Driver for my card version 373.06 and the rest of the hardware specs:

          am not running shadow play. am running the latest Driver for my card
          The latest drivers include shadowplay. It gets installed without you knowing about it. So are you sure it isn't installed?

            Shadowplay is now called "Share" dunno why its there in the nvidea geforce general tab but its switched off here

                It might be worth checking the power settings in the Nvidia control panel > Manage 3D settings > Global settings > Power management mode. Try the different power options and see if it affects the result. Also make sure that the DSR - Factors option is turned off.

                  Directx 9 complex just scores normally for me if I put the nvidia device driver image settings to "balanced" or "quality" (without customizing).

                  Using the nVidia "performance" setting reduces my score down by 50%.

                  NVIDIA settings performance scores 60fps, balanced 130+fps (using gtx 1060 6gb zotac amp!).

                  When i had a 960 it'was clear too that the test didn't use more than 50% gpu usage, seeing via osd/rivatuner, so I had, to hit maximum to enter Passmark performance test via balanced quality, run the directx 9 test, change the quality to performance, and run directx 10,11,12,and the other test. I've hit 11300 3d score with my geforce 1060 amp! zotac 10% overclock. 0% overvoltage.

                    We don't currently have a GTX 1060 to test with and are looking at getting one however we ran some tests with a GTX 960 and GTX 970 and didn't see the same drastic changes as you are getting;

                    We also tried the "Adjust image settings" options, Performance, Balanced and Quality and saw a bigger difference (due to the number of settings that are changed) but this was still only ~15% for the DX9 test;

                        We just tested a GTX 1060 here (Win10) and saw some similar results to what you are seeing, when the Nvidia device driver image settings are set to "Performance" the DX9 results will decrease. Which is the opposite of what should happen.

                        We also ran the test using the "Advanced 3D" options to try some different resolutions and AA settings and still saw the same decrease in the result when the "Performance" settings was used.

                        I think the only explanation is that this is a nVidia device driver bug / quirk for the GTX 1060 card.

                          When I had a gtx 960 amp! from zotac with windows 10, I had the same issue.

                          Its not like the graphics card loses power.... the fact is that it uses less than it has, saving power (no matter what the options you use) and I dont know why.

                          GPU USAGE GTX 960/1060 ZOTAC AMP! WINDOWS 10 (I had both cards from the same manufacturer) performance test 9, amd processor, pci-e 2.0 x16 slot.
                          dx 9 complex - performance 60% GPU usage - balanced 85% gpu usage, quality ~~near balanced, but 1-2 fps lower.
                          dx 10 - 91-97% gpu usage (using 100% gpu a gtx 1060 wins a 980)
                          dx 11 - variable from 85%+, finishing with 99% gpu usage
                          dx 12 - my rivatuner (msi afterburner) do not work with dx 12 for me to know the real gpu usage
                          dx compute - some parts work with rivatuner statistics server (on screen display) and I can see a high gpu usage

                            The DX9 test runs at the lowest resolution of the four 3D tests. So it isn't surprising that the GPU load is a bit lower (and the dependency on CPU performance is higher).
